If it simply does not work at all, the circuit board is probably damaged. This is not repairable and you will need to buy a replacement. You will find a new clean and charge base at shaveroutlet.com. See link below
The problem is the base, not the shaver. Most likely, the circuit board inside the base has gotten wet and is damaged. If this is the case, it will need to be replaced. You will find a replacement at shaveroutlet.com. See link below
Try removing the cord from the clean/charge base and plug the cord directly into the bottom of the shaver. If it charges directly from the cord, it is a safe assumption that the clean/charge base is not working correctly.
This unit is not repairable as the problem is, almost certainly, a faulty circuit board. You will need to purchase a replacement.
You will find a replacement clean/charge base for model 8585 at shaveroutlet.com. See link below
If the arm on the charging stand no longer locks down into place to charge the shaver, you will need to replace the arm or you can replace the entire charging unit. You will find both items at shaveroutlet.com. See links below
complete base
If I understand correctly, the shaver is dead but all other components are in good condition. If this is the case, you should consider ordering a replacement lower unit. See shaveroutlet.com link below
If the base is not working, there are two possible problems...either the pump is bad or the circuit board is bad. There are no parts available. You will need to purchase a new base. You will find them for sale at shaveroutlet.com. See link below
Did you insert a cartridge into the cleaning base? It needs that in order to work. Otherwise, try plugging the charger directly into the shaver. It should definitely charge the shaver, as long as the shaver is fine. Depending on the model, the charging indicator may be green or blue.
you can try cleaning it with alchol and see if that helps it to become unplugged and able to clean your shaver again. It may also be some contacts that is on base where it contacts the shaver. If it still does not work, you will need to replace it . Look on ebay for one to replace with.
