You can test the trigger to see if that is the problem. Take the two handle bolts out, gently pull back on the tool rack and slide the handle up off the unit. If you look down inside of the unit where the handle was you can see the valve that the handle used to actuate. You can turn on the unit and manually activate the valve with a long screwdriver. If it starts working then you know it was the upper handle.
Does it spray out the tools? If it does then you have a clogged heater. It is located in the lower handle and can be taken apart and cleaned out.

it is possible that the auto load assembly is damaged or your trigger (button) is stuck. Also check to be sure nothing is stuck in your auto load assembly (this is the part with the spring that allows the water to flow only when pushed up on).
check section on which the auto load would rest to make sure it is also moving freely when trigger on handle is depressed, and not stuck in the up position.
I included link to ereplacementparts.com they have tare down pics and all the parts if new are needed. I have used them for parts to my side by side a few times. good luck
I had the same problem with mine and it was an easy fix. If you remove the soap holder without putting the selector dial to "water only" you will lose the prime in the hose that goes to the water chamber. It takes a few minutes of pulling the water trigger to regain that prime, but it will come back eventually. Easiest fix, of course, is to always remember to dial to water only when you need to add cleaning solution..

Bissell 1698 PowerSteamer ProHeat Upright will not work. The brushes spin, the soap comes out, but no water is getting to the carpet.
You may try the trigger assembly may not be releasing the water , your brushes spin and the soap comes out but no water – it may have come unhooked or broken, also the water line could be plugged, clogged or pinched and not releasing water to the brushes -- you may try the owners manual for the trouble shooting for the item or check the Bissell website listed below or the customer service phone number of 1-800-237-7691 – the website has a list of trouble shooting listed right on the website I you enter the Model number and hit trouble shooting

I have a similar model and occasionally have problems with water/detergent flow. I find it is generally due to an airlock in the piping caused by forgetting to turn the deregent water control off before removing the detergent container. Follow the manual instructions. Turn the knob to off. Fill both containers. locate them carefully. Make sure filters in the water tank and in the flow meter are clear. Start machine with handle laid flat and knob turned to maximum flow.
