Hello! The air pressure from the motor is most likely spinning the brushes in the upright position. This vacuum has a brush-roll on/off pedal located on the left side of the cleaner. To activate the brushes, power the vacuum on, recline the handle and then press the brush-roll on/off pedal. The brushes should begin to spin. If they do not the belt may need to be replaced. Follow these steps if the Brushes Fail to Spin •If the brushes on your Hoover carpet cleaner fail to spin, there may be a problem---some sort of blockage---with the suction or with the belt that turns the brushes.
Turn the Hoover carpet cleaner over, and inspect the brush area. Debris, strings, or pet hair may be tangled in the rollers, keeping them from turning. Use a pair of scissors to cut away any obstructions in this area. Flip the Hoover carpet cleaner back over, and turn it on to see if cleaning the rollers has solved the problem.
To check the belt, turn the Hoover carpet cleaner over, and remove the bottom plate screw with a Phillips head screwdriver. Investigate the belt area to see if it is broken or has somehow slipped off. If it is broken, you can order a part from Hoover.com or from many of the other online parts stores.
When the belt arrives, simply slide it on in place of the broken belt, reattach the bottom plate and turn the Hoover carpet cleaner right-side up. Turn it on to test your solution.
the reason the brushes are not spinning is because the belt is slipping, the belt is the bad that connects to the brush to a shaft that makes it spin. Next problam is it is probobly clogged. so water is not going through all the way
Since the Steam Vac does not have any belts... the logical issue is Switch setting (Hi, Low, Off) on the base cover. The only other is dirt collection on the air intake for the brushes (unit uses air passing over plastic fan blades to spin the brushes). To clear the dirt problem, remove the clear plastic cover located just in front of the brush Switch. You can now use your finger nail (or an old tooth brush) to clean the filter screen located just below the Switch. Don't tear it, just gently remove the accumulated dust/hair.
Brushes should spin once you reassemble and power it up!!
The brushes are all connected to a single shaft. This square shaft is connected to 2 sets of gears and then another shaft which is turned by an impeller (suction from the vaccum pump is used to turn the impell and thus the brushes). There are 2 bearings that the impeller shaft turns on. It's likely these are rusted up and just need a bit of WD 40. Took me 30 min to take apart, lube, and put back together. Remember, its plastic. If things won't come apart, look for another screw. Mine was a brand new unit and the top bearing was rusted.
