It won't turn on or charge. Replaced battery about 6 months ago, but it's been a tempermental battery. like it stops charging all together after a full charge so that the computer just dies even if it's still plugged in... Will a new battery fix this? or is there a problem in the power connection?

I'm writing this on my Aspire One and it's a great piece of equipment.
My initial opinion is that you have a defective adapter. However, let's try a few diagnostics.
Please do the following carefully:
1. Shutdown and Unplug your laptop.
2. Remove the battery from the laptop.
3. Wait 2-3 minutes
4. Now press ON (power button on laptop) for 1 minute
5. Then release the button and wait one more minute.
6. Now plug in the power cable (don't insert battery yet) and press ON button.
7. Did your screen light up or flicker ?
If you got negative results, I'm now pretty certain that it's the adapter but we'll struggle on. If the adapter is defective, it will not charge up the laptop and your problem is consistent with that malfunction. You can check the output of the adapter with a multimeter. You should get a reading of seventeen (17) volts DC.
Now you can check two more items things :
1. Try re-inserting the RAM (memory modules) - do this first.
2. Bios battery. It is a button type battery located inside your laptop. Replace it with new one.
If this has all proven to be ineffectual, then your motherboard or the electrical input circuitry is defective. That being the case, my advice is to have Aspire repair it. or ram (and maybe display too) is damaged. You need to get it repaired or replaced. (hopefully it is still in the warranty period)
Whatever, you may decide, don't invest more than $75 because you can buy a new on with 2 GB of memory for under $130 on eBay.

Either your AC Adapter Power Cord is bad or the DC Power Jack where the
power cord plugs into the laptop is broken or loose. When the DC Power
Jack is bad, the battery will not charge and the laptop will not power
on if you are only using the power cord. Once the battery is drained of
all it's power, the laptop will not power on. Take an ink pen and push the tip inside the jack and see if
the little pin wiggles, if so the jack is bad. You'll have to take the laptop
apart to fix it. Most times it is soldered onto the motherboard, so you
will have to desolder the old and solder a new one.
If the DC Power Jack is ok, then replace the AC Adapter Power Cord.
Most times there is a light on the AC Adapter that lights up when it is
plugged into the wall and working.

Unplug you ac adapter from the wall and plug a lamp in to verify that the wall plug is working correctly. Pick up the adapter to see if it feels warm. Most adapters will feel warmer than room temperature if they are working,
If the cords on your adapter can be unplugged from the adapter, reseat them. Try the ac adapter in another wall plug to see if it comes on. The adapter may have an LED on it that indicates whether or not it is on. If it doesn't, about the only way to check it is to use a multimeter to see if there is any voltage on the plug that goes into the back of the laptop. If something else will work in the original wall plug and the adapter won't work in another wall plug, you will need to obtain another ac adapter.
Once you've tried these things, let me know and we'll go from there.

Don't buy a new battery! I was about to and then I found out their was a BIOS problem. I downloaded the update, installed in less than 5 min. The battery charged PERFECTLY

Sounds to me like the transformer circuit that enables the batery to charge. If you have bought your machine within the last 12 months it should still be covered by warranty so go back to the supplier. If not covered I wouod still try as it is not beyond reasonable expecations that the machine will operate perfectly in very way for more than 1 year.
