Is the ASUS P5B-TMX Motherboard PWM compliant?

Hello,

I'm looking to fit a new quieter CPU fan to my ASUS P5B-TMX Motherboard. Is this motherboard PWM compliant?

Most fans of the same size run at the same speeds and will have a noise level about the same
If you can get a larger fan that runs at a slower speed and will fit this will be the best method

Yes it will work, It just won't fit on the socket 1150 motherboard. In other words it is no good for that motherboard as the fan is for just about every CPU socket except yours. Plus the area around the CPU socket on that board is confined for such a large fan unit. You could get a liquid cooling system from corsair that would cost the same and do a better and quieter job.

See if your CPU is in the list.
Bios not booting? If you are receiving any display on your monitor the trouble is not the graphics card. Suggest you clear the cmos jumper. See page 1-26 instructions your manual. This Asus board is warranted for three years. If nothing gives you access to the bios, suggest you call Asus tech, M-F, 8:00AM to 5:00PM EST at: 1-812-282-2787.

Is the CPU fan spinning? have you tried a different VGA card? (though if it's a brand new board, I'd be taking it back as it'll still be covered by the warranty)

Have you installed RAM? If not the machine will not boot. You may also need to enter the BIOS setup to set the CPU and DRAM voltages and multiplyers etc. Follow the instructions in the manual for setting up the CPU info in the BIOS. Are you sure your PSU has enough guts to run the setup? Many times have i seen setups fail because a cheap power supply has been overstretched.
