Milk spilled on tv remote controller

Remove batteries from remote, to avoid further damage caused from liquid on powered circuits.
Allow the remote with the cover opened to dry for few days. Ideally the remote should be disassembled and the internal parts treated with cleaning solution, or 70% isopropyl alcohol and water. If you do not want to disassemble just let it there to dry up.

If the remote does not work after that , it means that the liquid had damaged circuits.

In that case get a replacement remote.

Our vizio won't turn off or on by our remote. However, we can change channels with our remote. Any suggestions?

Possibly the on/off button is faulty (worn out) - you can test that by using the camera on your mobile phone (it shows infrared light as visible light). Just turn your mobile's camera on and try pressing the buttons on your remote while pointing it at the camera lens. Now, watch the display on your mobile phone and press various buttons on your remote - you should notice a greenish (or so) flash each time you press a button that works well. As for repairing a faulty button, you can either:

A) buy a new remote

B) cut the conductive pad off an old remote's button and glue it onto your remote's button (this procedure is kinda delicate)

C) buy remote repair liquid and apply some onto the well cleaned contact tab of the faulty button (you'l' need to disassemble the remote for that)

D) make your own repair liquid by mixing some rubber glue (a few drops), some graphite from a pencil core (smearing it with fine sandpaper), and some strong solvent (benzene, trichlorethylene, tetrachlorethane or similar, but in this case you must experiment somewhat with glue/graphite ratio to achieve the right amount of conductivity.

I trust you'll choose the option that suits you most - i've been using a homemade repair liquid and it worked well for quite some remotes i've repaired - just make sure to clean the contact tab well before apllying a single layer of liquid with a single stroke and let it dry.
Don't put on too much - it might stick to the contacts on the lower board and short them - this may cause your TV to "turn off by itself" or other buttons might cease to respond.

Sorry about this lenghty disclosure, but i hope it helps you in some way.
