Hi,

Turn the power off and on again message is displayed when the Lens mechanism is stuck or when there is an internal malfunction. To resolve the issue, try turning off and on the power for few times. If the issue persists, try power resetting the Camera.
To power reset the Camera, remove the battery from the Camera. Press and hold the power button of the Camera for 30 seconds. Remain the Camera without power for 60 seconds and reinsert the battery to check the operation.
You can also try Initializing the Camera by selecting the INITIALIZE option from the SETUP1 Menu of the Camera.
If the issue persists, service may be required.

You can try contacting Sony - maybe through online chat if its available for free. From what you have described, it sounds like a hardware failure. Contact Sony, and if it is a hardware failure, they will replace it for free. Or, if you have bought it from a big retailer (i.e. bestbuy, futureshop, etc.), you can try asking them for an exchange for a new camera. They will send it the old, broken camera into Sony for you and replace the camera with a new one. Just make sure to take out your memory card first (don't wanna lost all those pictures in there).

Hope this helps,
Eric
