Your EXUP is the butterfly / valve that is in-line between your center muffler/Cat and the stock exhaust can. It is controlled by cables from a servo motor under the tail / behind the rear shock.
The EXUP errors (17 and 18) are because:
1. you removed your EXUP servo and/or valve when you installed your exhaust.
2. your EXUP valve is stuck / cables are seized up
3. your wiring harness is disconnected from the servo motor.
7000 rpm is a self diagnostic code that either your exup valve is not being detected or the valve is locked up and not moving. If you put a header on your bike and took over the exup valve servo motor, you are going to have to put it back on. It also changes the mapping of the ECU and will not let it rev to redline when the Exup servo motor is missing.
The error code 17 means you have a malfunctioning EXUP exhaust valve, or EXUP servo motor. It could be that your servo motor has fried, could be that some wires got loose, or it could be that your exhaust valve just needs a good cleaning and lubricating, if it's had a hard life.

The YZF-R1 features a self-diagnosing system for the following circuits: 1. throttle position sensor 2. EXUP 3. fuel level indicator light if any of these circuits are defective their respective condition codes will be displayed on the tachometer when the main switch is set to "ON" (irrespective of whether the engine is running or not)
1. throttle position sensor a) Disconnected b) Short-circuit c) Locked 0 - 3,000rpm 2. EXUP a) Improper connection b) Short-circuit c) Servomotor is locked 0 - 7,000rpm 3. Fuel level indicator light a) Improper connection 0 - 8,000rpm
It looks like you have a problem with the EXUP Valve on yours, probably seized or maybe cables not moving freely Hope this Helps
