Question about Bissell 1699 ProHeat Clear View Upright Steam Vacuum
Seems like you're the expert here on these, so I figured I'd ask directly. I went to use my Bissell today and the flow indicator wasn't working, so I immediately figured "heater" (as I've had to clean it up before). Well I took the heater completely apart and cleaned up the insides, but it still didn't solve the issue. Obviously the belt is good, and as best as I can tell, the water and shampoo tanks are fine, with all rubber gaskets where they should be. All the lines are clean and routed properly, and I can even get the unit to **** water out of a glass from the water tank hose, but as soon as I put the cover back on (I've done this 20 times today) and drop the tanks in, I get nothing. As such, the ONLY two things I can even think of at this point is the shampoo selector piston is causing issues (even though it seems to be installed properly) or the pump is working but weak, and when vacuum is placed on the tank itself there's just not enough vacuum from the pump to still pull water. It will spray for a moment or two if I shut the unit off and allow the pump to prime (although there are obvious air bubbles in the line), and will even **** water poured into the water tank adapter fitting... but nothing from either of the tanks themselves. Bad pump?
Often times I see the pumps clogged with soap when acting like you described. This can cause a pump to be weak. Pressure builds up whe you stop squirting water but tapers off quickly. A few times I've been able to get water flowing good but most times have to replace the pump.

I am assuming this had a flat and a cogged belt, if not then provide the model number.
First take off the cover on the left side oif the top cover, then turn it over, remove the screw holding the red lock and pull the cap and brush roll out, remove the cap, remove the cogged belt, then you can put the new pump belt thru that slot, put over the pulley on the pump and then stretch it to go over the motor shaft. Then put back together.

A simple thing to check is make sure the round seal is on the bottom of the tank, it needs to be on the tank not sitting loose in then hole that the tank valve goes into. Could be a problem with the flow indictor cap leaking air. Is the top and the base tight together in the back, sometimes the plastic breaks loose and the top will rise enough that it raises the tank so water won't flow. Your pump may be bad.

My Bissell stops releasing shampoo when the handle is lacked upright, when there is no water in the tank (the most common cause of this issue), or when water is not flowing through the machine because the sprayers are clogged.
Make sure the shampoo container grommet is releasing properly when you press the trigger. To check this, remove the shampoo tank from the Bissell, stand over a sink, and use a finger to push up inside the grommet on the shampoo container, the part of it that mates with the rest of the Bissell. Shampoo should dribble out when you do this. If it won't, the grommet may be clogged.
