make sure you have the current version of Direct X installed, check the system requirments and be sure your system can handle the game.
I did a little reseacrh and its a file thats on the disk that should be copied when the game is installed, are you using a burned copy or the original?
Its a registry file thats not getting copied right, thats bassically it.
try this out, download it, scan for viruses as every good Nerd/tech would do and if its clean, unzip and install and see if it works. Lety me know.
extract the file to your windows\system directory
i downloaded it and scanned it but do so anyway for safety.
