I can access all my other websites, i can search on yahoo but can't open mail, I created a new yahoo account and that works but still can't log into my old mail. Something about the ip address or cookies? I have no clue.

s.yimg is a server for yahoo mail and is part of the yahoo mail process. First, make sure your internet browser is cleaned up. I like a product called cleanup from stephen gould. http://www.stevengould.org/index.php?option=com_content&task=view&id=15&Itemid=69 Another popular product is ccleaner. They both will remove cluttered temporary internet files and cleanup cookies. This may help your slowness problem. Another thing to check is your DNS. I like to add Google's server 18.104.22.168 into the dns settings.
since you are not able to access yahoo mails it might be for internet connection speed
incase that is not the case try to configure your outlook or ms outlook with yahoomail
