It is always more difficult to operate the menu features of a tv using the manual buttons on the tv. I recommend you unplug the ac cord of the tv from the wall for a day while you go out and buy a universal remote control. After plugging the tv back in and turning it on initially most television on screen prompts immediately direct you to the set up menu which includes setting the language.
Follow the instructions on the universal remote and program the remote to the tv using the power button on the remote to determine if you have reached the right code. It will then be possible to operate the menu features of the tv via the remote control and thus change the language back to english.
Without the remote, some TV's are useless. Is there a menu button on the TV itself? If so, you will have to determine what buttons do what. For example, volume up and down may let you scroll through the menu while channel up and down may let you go left or right in the menu. If you only have volume, chanel and input/source buttons, you may need to order a new remote to solve this.
due to the long time the buttons were not used, they tend to get stuck and this causes channels eighter to stay in one station or continou scanning. it could be resolved by spraying WD40 on the buttons and press it many times then dry it before operating the unit.
If you forgot your password for this feature, press the following buttons on the remote, one at a time. (Note: You must be in the password entry screen) Press, Mute, Display,Clear and Reset, this unlocks parental controls and you can now re-enter a new password. OR TRY THIS.. Press and hold Menu on the TV AND volume down on the remote for 3 seconds. Nothing will appear on the screen, and the Parental Controls will unlock, and you can re-enter a new password with the LOCK PARENTAL CONTROLS
The tv has a menu button on the set or the remote control. Click the menu on and scan down and find language. Highlight english and it shoud be back in English when you close out the menu screen
1. Decrease the volume to 0
2. On remote press and hold the MUTE button till the color of MUTE displayed changes color. At the same time press MENU on the front of the Tv.
CH +/- to select
Vol +/- to change value
All other chassis:
Decrease the volume to 0, Press mute and video at the same time. Adjust the TV with menu select buttons on remote. Exit with the power button.

It sounds to me like a child lock function, which is usually what the screen + padlock is on TVs. Usually your original remote would have a button / sequence to unlock the mode. If you still have your original remote, look for a child lock button or refer to your remote manual (and/or TV manual for the child lock feature) to unlock the mode.
