Bad display drivers, boot into safe mode (F8 on boot) it should let you use the computer, unistall the graphics drivers and reboot again in normal mode, when your in re-install the graphics again

My d600 will not bootup. i press f2 or it goes to a blank screen with a blinking line. what order do i put my boot order in so it will reboot

I usually put them in this order.
1. CD/DVD
2. Floppy Drive
3. Hard Drive
If your computer does not boot this way put the original operating disk in and try to boot from CD.
If your machine boots with the CD you can try to repair your operation system.

My hp 2000 will not go past the welcome screen

Try pressing F8 on bootup and starting in Safe Mode. If it will go into safe mode, run Chkdsk /r /v at a command prompt. You might be able to recover from this.

Trying to restore os with monitor out.

Hold down the dispay/ext. monitor key in the top row after bootup along with any other function key necessary to change display from laptop display to external display until you snap into the external display.

Reconfigure external display as startup display in My Computer -- Display
reboot to tst reconfiguration.

Getting out of the initial set up

First try to Boot to Last Known Good Configuration.. do this by pressing F8 upon bootup...look at the prompt screen for the option mentioned OR

Attempt to boot up in Safe Mode....
Do This by pressing F8 Upon bootup, it will take you to a black Safe Mode Options screen... once there choose the first option.. boot into Safe Mode Only.. If you are able to boot into windows that way,, you can then check for problems... Like checking the device manager for errors, Check the Status of your hard drive.. etc.

LCD flashes and flickers, partial display of bootup and then black screen

Try the following:

Sometimes when you press and hold the corners of the LCD area (not on the LCD itself, but on the frame), and see if it gives you a picture (or at least flickers when you do so).

My opinion is that your LCD could need rewiring or replacing.
