CD-R making loud noise, not reading anything

I have a CD-r/DVD and whenever I put a CD in, it makes a loud, almost grinding noise, continues to spin and then doesn't read anything. The D:\ in explorer looks blank. Problem started recently. The last CD read was an old version of the Sims which my computer said it could not install a 16 bit program on XP.

What's wrong with my CD-R? Can I just get a replacement bay?

This problem seems to be with the alignment of lens, which can be done by opening the cd rom drive and change the alignment, but if its under warranty replace the drive bay
