You have two options. If you are, or know, the person that bought the phone from T-mobile, and they/you still have an active account with them, they will give you they code free. If not, you will need to use one of the many phone unlocker services online, which cost around $40. You can find one easily but just searching 'Unlock code dash' on google.
Probably the best thing is to buy an unlocking kit on ebay. Otherwise you can do a google search for tmobile dash unlock or htc excaliber unlock (it is the same phone) and find a company to do it for you.
