Sometime this will happen when the Dell machine is stuck in sleep mode. Press and hold to power button for about 10 seconds. You should see the fan spin just a little this tells you that sleep mode is off. now try starting the computer like normal.
Most Dell LCDs have multiple inputs and they will go into "standby" while waiting for a signal from your PC.
This happens when your PC goes into "sleep" mode or if you are sure your PC is not in "sleep" mode then usually the LCD is not in the correct input selection. Check the input selection for the appropriate input. As always, make sure the cables are securely connected. Hope this helps.

stlmeuzyk, Internal "switch-mode-power-supply"/"ccfl-inverter-supply" will probably need to be refurbished (repaired). Use Dell warranty first if valid option! Try monitor on different pc or verify your pc is working properly with old, but known-good monitor. If your E228WFP unit is still not working then you or qualified electronics technician will need to tear-down monitor to evaluate and repair the ac to dc power supply printed circuit board. Before you do anything read my fixya profile to learn flashlight test that every ccfl back-lit lcd monitor owner should know how to do and interpret the results of test. The basic design and operation of your E228WFP isn't any different than any other brand!!! Read the older solutions in my profile and follow the links you find there. Turn the whole pc off then back on. If the LCD stays in power save then I would try a diffrent monitor on the PC. If that fixes it the the monitor is probably stuck in power save. Check www.lcdrpair.us for parts and instructions.
