Get in there and see if your buttons are impeded in motion or stuck somehow; check that your battery's not acting up (esp. if you have a spare) and also try to convince it that you haven't shut the laptop hinge. Likewise try removing AC and battery for a bit and then retrying (with at least one of those reconnected, natch.) As it is it seems like some kind of power button fault or perhaps an actual fault in the power management setup; maybe you can flash the BIOS and have it act right again.
Don't forget to re-pose your question as particular to Gateway MT6821s, since there are probably existing solutions particular to your model.
