The green CRT has an issue and will need to be replaced. It could be the Green CRT drive board but doubtful as your describing the classic sign of a CRT thats developing a Short . You can get replacement green CRTs and CRT drive boards from www.tvrepairworld.com
The RCA model is a 3 CRT projection TV. Most probably you need a new RED CRT, or there is a problem with the R(ed) channel (the picture is made up of 3 component colors: Red, Green and Blue). No way of telling without testing of the projector. Sorry!
When a red crt goes out and wont light its usually another reason such as a transistor or even faulty CRT pc board that causes it since the set powers up the other two tubes. Go to this link and leave them an email and list the model number and tell them the symptoms they will help you out with it, they are real good with the RCa sets.
