The cost I don't know, but this can be fixed. There are generally 3 lamps in projection T.V.'s, Red, Green, and Blue. They have to be aligned for the TV to project a clear picture. A credible TV repairman should be able to fix it. Depending on if it's new enough to be under warranty they may cover it as well. Really the only reason to get rid of it is if you want to get a new TV anyway. Depends on the cost of having the lamps aligned.
From reading your question i have decided this isn't something you have any hope of fixing yourself. Take the TV to a service center/technician they will be happy to fix any "vertical convergence" issues you may have.
your tv is locked! If you have a blank screen with
a red key on the bottom left, simply press the (function or F) button
and the mute button at the same time. This will unlock the screen and
allow you to view the channel as desired. • If your TV asks for a

Television, hold the (Display) button for 10 seconds, it will unlock

There is a manual convergence setting. Press Menu until you see the option of convergence.
Save settings by pressing Power until you see Save Ok. You can exit the convergence screen by pressing the PIP button. 0 reloads the convergence.
It will periodically go out of wack again.
