Well sometimes if there is a pickup problem if this is a inkjet hp printer it will simply think that the paper tray is empty, and the pickup roller could be dirty.
if this printer is a laser printer then the sensor flags that sense the paper is malfunctioning and needs either to be replaced or cleaned it could be stuck, on some laser printers there is a set of microswitches that can get stuck too, this is if the printer is a mid range laser printer.

It seems that your paper size is small then the tray size.
Open the tray of the printer and check the vertical and horizontal sides of the paper. Tray movable side should touching paper.
