You certainly have a n application managing the wifi signal,start that app.
and you should have control on it.
or go to services by rightclicking my computer and leftclicking manage
Services is nearly the last , then in the sevices list, locate wireless zero config, and if not activated & started, do it.
Wifi should then awake by itself

Have you checked under the device manager in to make sure that all your peripherals are recognized or enabled in the bios
A: Activate Touchscreen in Bios
B: Reinstall all drivers
C: ensure OS is recognizing the peripherals.
