Many times a freezer and/or refrigeratordo not work right because of a dirty condenser coil...there are also many otherthings that can go wrong.

Temps should fluctuate, as the refrigerator will go into a defrost mode every so often. Some models will go into defrost mode after you open the freezer door X amount of times, say 6. So every 6th time you open the door it will go into defrost. Then some models go every 4 to 6 hours depending on settings. Then also, it is normal due to temp control. Temp setting is -10 The fridge will run to that temp setting, -10 and shut off the compressor at -10 but due to pressures it will still cool a bit to your -12. it will stay in this off mode until the temp rises 8 to 10 degs.
then kicks back on the compressor. Again due to pressures it may take the system 2 - 3 degs to catch back up and start cooling again. But you maintain average temp of -5 to -6 which is great for frozen food and saves a bit of electricity. As long as the door seals are in good shape and you clean the coils underneath once twice a year it should work fine for many years. Then lastly It may have a lag in the thermostat meaning it has gotten week or going bad. Hope this helps.

Check the fans especially the condenser fan. the noise
you hear is probably the klixon cycling because the compressor is hot. You can
put a fan blowing on the condenser coil and see if this helps.
First things first - pull the fridge/freezer out from the wall, and look at the bottom. You should see a metal coil somewhere - it probably needs to be cleaned. Next, somewhere around the compressor (the big bulky thing in the bottom of the freezer) should be a fan blowing on the coil - make sure it is running. That MIGHT have been the buzzing noise you describe - dirt on the fan blades or the fan hitting something. Additionally, you can check the fan on the inside of the freezer - if it is stuck and/or not working, the air won't circulate properly, and you'll get pockets of different temperatures in your freezer.
