The TV turns on and off after a few seconds and repeats itself.
When i turn my tv on i can here it trying to work but i get no picture a little bit of sound. after 5 seconds it shuts off and immediatly tries to turn on again with the same result. it will do this until i turn it off myself. My TV is a Samsung model number HCN653W Manufactured in 2004.

Do you have two possibles solutions:
1.--Vertical IC and capacitors need be replace.
2..-- Convergence IC's is defective, need be replace.
Disconnect convergence plugs ( wires go to yoke) and turn the tv, see if any changes happenings.

There could be quite a few things that would cause the set not to power up. I dont have the service manual, however you can get a copy of the service manual at the following link for your model. As thats the only proper way to be able to check for the proper voltages to determine whats wrong with the set.

Before I commit myself, I need a little more info. First, what is the model number? Second, in the front there should be a standby light. does it blink at all? It should blink in a repeating pattern. If so, please post that too.
I had a similar problem with my Phillips 42 in. LCD HD TV.
Here's the problem. The Power Supply Board. I opened my TV
up(warranty was up of course) and found several bad capacitors.
Phillips and several other companies were sold capacitors that although
were highly rated failed within 5 years because of a lack of
preservatives. All sorts of electronic equipment is now being effected
due to these defective capacitors.
1. Take it in and have it fixed
2. Open it up, check the board for faulty capacitors(bulged or leaking) Buy a new Power supply board and install it.
3. Remove PSB, remove faulty capacitors and replace with compatible new ones.
Sounds like earth problem with your Electricity. Your tv think there is some kind of a short then go in to protection. If i am wright, when you touch the ground and some applience, does it shock a little bit, if yes im wright.
I had the same exact problem.
I removed the bulb and cleaned it. There is a small screen at the top of the bulb and it was covered with dust. Once it was cleaned I replaced the bulb and it solved the problem.
