To unblock someone:

1. Click in the upper-right corner of your homepage and select How do I stop someone from bothering me?
2. Click View All Blocked Users.
3. Click Unblock next to the name of the person you want to unblock.

Note: This will not automatically add the person back to your friends list. If you want to become friends with this person again, you'll need to send them a new friend request.

To unblock friends in facebook, you need to do this on the actual site. Here are the steps:

1. Click on account menu at the top right corner
2. Click on "Privacy settings"
3. Click "Manage blocking" under the blocked people and Apps section.
4. Click "Unblock" on the right hand side of the person that you wish to unblock

Note: 

You need to send them a friend request to add them to your friends list because doing these procedure will not add them automatically.

if you are probably trying to cal your friends out of skype, so you need skype credit to call outside. Just in case you add your friends(who are on skype too) to skype, you can call for free.

You can add contact following these steps:

In the menu bar, click Contacts > Add a Contact.

Enter the Email, Phone number, Full name or skype name(if you already know your friend's name on skype) of the person you want to add. If the Skype account of the person you wish to add is displayed, click Add below the contact.

If more than one Skype account matches your search:
Click View for a list of matching Skype accounts and click Add contact next to the one you wish to add. Before the contact can be added, you must send a contact request to that person. Enter some text to introduce yourself and click Send request. The contact will be added to your contact list, but will appear offline until they accept your request. Once the person agrees to your request, they will be added to your Contact list. Then you can make free calls and free video calls to that person.

It sounds like you are using a chat program. Without knowing what particular software, or what error message, I can only suggest a few things.

First, is your internet working?
Second, can you email the request?
Third, can he send you a request instead?

Just send the friend request to who may you know

How to send a friend request:
1. Find the "Search" box on top of your page.
2. Type in their the name of your friend you know.
3. Press ENTER to begin search.
4. If you can already see the list. Click the button "Add as Friend" right beside the person's name and it will now send a friend request.

To send message:
1. Click on the "Profile" link on upper-right of your page. (This will bring you to your profile page.)
2. Below your profile pic if you have one. You can see there the list of your friends.
For example: Friends(100).
3. Click your friends name and you will be brought to his/her profile page.
4. On the upper-right of your page. Click the "Message" button below the "Home, Profile, Account" menus.
5. A "New Message" will show. You can now start typing your message to your friend. Then press the "Send" button.

Just use "Facebook Search" to find the person you know and then click on the "Add as Friend" button to the right of the searched listing. A friend request will be sent to that person. Once they confirm that, they will show up on your Friends List.
Please note that privacy settings may limit your ability to see the "Add as Friend" link for some users. Also, once you've sent a friend request to a particular user, you cannot send another..
