You question is very vague as to what type of push cart your needing wheels for.
Taking a guess your describing a 3-wheel GOLF push cart, this site sells replacement parts. (If not a golf cart, please post a new question describing the make and model of cart).
If this is a pneumatic tire, patch or replace the tube and make sure to fill with the proper air pressure, which is stamped on the tire. If not, replace the tire.

Unfortunately, there is no adjustment on the wheels of the DLX. However, you can often adjust it's alignment by ensuring that the weight of the golf bag is properly centered on the cart.
Replace the chip with the original one and see if the problem is still there, If it isn't then the problem is with the chip, perhaps the golf cart is going faster now and the suspension cannot dampen as efficiently?
