I cannot find anything in your motherboard manual about a jumper setting to change the RAM frequency. However, the only thing I can find is on the CPU PnP Setup Page in the CMOS setup utility that says DRAM Frequency (currently set to auto).. Perhaps you can try changing this to 400MHZ (if the option is available).
There may be a jumper setting somewhere, but without a proper photo of the motherboard, or a better manual, I cannot find it...

It sounds as if you inserted the RAM while the machine was turned on?
You may have damaged the RAM, support chips, or perhaps the power supply if contact was made where it shouldn't have been made.
Because some voltage is present even when the machine is turned off, you should either turn off the power with a switch on the back of the system, or pull the AC plug from the wall if no switch is present, before doing any insertion or removal of RAM or add-on cards.
