It seems your OS has been currepted and you need to re-install.
Before re-install try the followings:
1. Boot your system in Command Prompt Only
2. Run SCANREG
3. It will list that when your system was booted successfully
4. Select any one of them and make re-boot.
5. It will be fixed
Otherwise you should re-install.

The problem could be because earlier version of nero You can solve your problem from doing the following:
If you are using Nero, you can try upgrading to the latest version (188.8.131.52+)
If you’ve upgraded Nero and still have the problem, you can try renaming the file C:\Program Files\Common Files\Ahead\DSFilter\NeVideo.ax to NeVideo.ax.bak. You may also need to rename NeVideoHD.ax to NeVideoHD.bak
This will break Nero Showtime, however.

I am not sure what software your using to fax through the pc with or if it is software that came with the printer? I would try and uninstall the printer and the software, make sure your using the drivers and software that is correct for the version of windows you are using, double check on the MFG website. Then reinstall the printer and the software driver version to see if this corrects the problem. Hope this helps.
