I see that you have a "z" light indicator on the system when powered ON but you see no video on the screen.
The "z" Indicator means that the system is turned ON and ready to use but is in standby mode.
To disable standby mode on your system simply press the FN button for about 5 seconds on the system make sure that the machine is turned ON, this will make you system go back to normal mode.
For additional info on the issue the system can be put to standby mode by holding down the FN+F4 for a second or two this will enable standby mode on your Thinpad T400 and to disable the standbymode press and hold down FN for 5 seconds.
I hope that this will be of help regarding you concern, have a nice day.
If your system is stuck on the Windows Loading Screen you can try to boot using Safe Mode by restarting the computer and tapping F8 while it is booting. When it successfully load the Operating system you can disable some startups on the machine. Click on Start then click on RUN, type MSCONFIG on the dialog box located on the lower left of your screen. Then Click on the SERVICES tab. Put a tick on Hide All Microsoft Services then click on Disable All button. Restart the computer see if it will works. If not then you need to Reinstall the Operating System to your machine.
Try pressing the <Ctrl> + <Alt> + <Del> keys together. If that doesn't work then the Asus Eee PC 900 user manual has this information: Click 'Instant Shutdown' and select an action from the dialog box. You can activate the task manager, put the system in standby, restart or shut down the system.

I don't know if this computer has this option or not but I hope this helps.
