Are you sur you have the correct starter? When you turn the key if nothing happens check the starter solenoid and relay. Does the starter spin at all?
If power is getting to starter the problem must lau there. If no power to it also check the ignition switch , whether the key is damaged and has lost its chip... in that case the mimmobiliser may still be on.
Check and replace damaged component/s at its horizontal scan output section circuit. Check the LOT (Line Output Transformer) too for damage. Replace the horizontal scan output transistor. Check the input voltage to LOT. If the voltage is absent check the feeder resistor; if any. If you wish to get some details; check the site linked here. Surf the site with patience. A stun baton is basically like a baton except that it carries an electric charge. Some have a switch on the handle that the officer can switch when the baton is in contact with the assailant. Other types have a constant electric charge going through the baton, with an insulated handle, so if anyone is touching the baton (other than the handle) they will be shocked
The touchscreen replacement isn't too bad if you've got some technical knowledge, about 1 hour and a lot of patience.
I'd get the new touchscreen from a popular web auction site and the replacement is quite straightforward but fiddly, if you can wait for the new touch screen to arrive in the post, have a tri-wing screwdriver and a lot of patience you might as well go for it. Just take great care when replacing the bottom case to line up the power switch (and volume control) with the external plastics so as not to cause any damage as a broken power switch isn't an easy replacement.
