I have a single horizontal line for the picture. I opened the TV and have found the vertical deflection section of the IC but do not see IC421. I see other 400s but not 421. Looking over the solder points in the area, they all look good as well with no visible cracks.
Does this model have a different code for this solder point? Since all of the solder looks ok is this problem being caused by something else?

I changed capacitor C926 (1000Uf 16V) on main board. It solved the problem. I went with 1000uF 63V as it was readily available...it's okay to go with higher voltage. It was hard to fit it on because of the larger size but it worked.
It's ring cracks on the solder joints of the vertical IC... IC421 i mounted to a small heat sink on the board. With the unit off and unplugged remove the board and locate IC421 (LA7832) and closely examine the pins connecting this component to the foil side of the board. You'll notice small rings around the footings that are actually open cracks in the solder, caused by heating and cooling over a period of years. Simply and carefully reflow some solder over these cracked joints, careful not to get the ic too hot in the process, and put it back together.. That should sole the problem...
Another problem we encounter a lot in the vertical deflection circuit of this unit are the two feeder caps C424 (100UF/35V) and C425 (470uf/35v).. If you're already there you might want to go ahead and replace these as well - save taking the back off again if they go bad..
