It might not fixed properly or fan is not running which caused over heating resulting to shutdown. re-examine the laptop and fix every thing properly.

How to replace the hard drive?

While I've not seen this particular model, quite often to change the hard drive in these types laptops requires removal of the bottom. This means closing the laptop (so the screen faces the keyboard), turning it over, removing the screws in the bottom of the laptop and gently removing the bottom cover. If you are not experienced in laptop repair you may want to take it to a professional. Provided the hard drive is a standard SATA (which is what is listed in the specs for this model) the cost would be about $170 at our shop, including parts and labor. Just so you have an idea.

The hard drive indicator light of my Dell Inspiron 17 constantly flashes.

The hard drive LED is flashing because the video is data being retrieved from the hard drive. The fan runs high because the video card is working hard and creating a lot of heat. This causes the laptop to shut down.
How to fix
Get more memory.
Get a laptop cooler rest.
Get the dust and junk blown out of the inside of the laptop

On start up my hard drive light flashes red and then my laptop will shut off. Model # dv5-1253cl.

It is possible that your hard drive has malfunctioned and the computer can not use it to boot. Not being able to see the laptop in person, I would recommend taking it to a PC repair shop.

I bought a Dell inspiron 400 laptop. I will boot

I would take the hard drive to a computer repair shop and let them scan the HDD and remove the infections. They can also repair the windows installation files so it will boot back up. Either way, you do not have to change out the memory unless you want to install more.

Cooling fan not working

if you don't have experience of opening laptop then i'd advice not to do so as i have seen many people carrying half opened laptops in bag to the repair shop.
And then some repair shop take advantage by telling some part missing/screw missing etc. and charge more.

take it to repair shop and ask them to change the fan. it should not cost much.
