When I turned the machine on today an error came up that said '' place paper in drawer'' the drawer has a roll of paper loaded already. I have reloaded rebooted, reloaded several times but error still keeps coming up.

Sounds like a paper sensor ; A little black arm that senses paper tray is full, when the tray lifts into position. You might pull the tray and with a flashlight look for any broken parts. I have seen these break when paper jams are removed. This is a Toshiba 2860 correct?

Turn the printer off. Unplug it completely. Very Carefully, roll the printer onto one side. Push the paper drawer in as far as possible, then, by grabbing the bottom of the paper drawer, and the front of the drawer with your opposing hand, slowing slide the drawer to release the pressure and slide it out at the same time. Pressure from the rollers pulling paper from the drawer will jam the paper between the drawer so tightly that the weight of the machine will act as a clamp. When your remove the weight of the machine by rolling it on it's side, you can slide the drawer out easier.

Most C0900 range codes and specifically the 990 code refers to paper tray lifting. Pull out the paper drawers and check all the paper. Reload all the trays carefully. Then open/close the front door or turn off/on the machine to reset. If the code goes away great. If not then open all of the paper drawers, reset the code with the drawers OPEN. Then close each drawer 1 at a time waiting 30 seconds between each drawer closing. Once you close a drawer the code will come up within about 10 seconds. This will tell you which drawer is causing the issue. You can leave it out a bit so you can use the machine until you either find the issue with the tray or get a service guy out to fix it.
This error will be caused by a jamb inside the cutter assembly of the lower roller drawer. Remove the two black Torx screws at the left and right sides inside the lower paper drawer. Next remove the galvanized cover. You should then be able to see the edge of the paper. Grasp it firmly with a pair of needle nose pliers and pull straight up and out. Clear your errors and commence printing.
Solution migh be is to check whether there are paper pieces stuck in between rolls. Also you migh try to apply some grease in to rolling conjuction. Prior doing above just try to roll it by hand whether it rolls freely
It is master position sencor,take out your master roll,pull out your drum. Take a a4 paper and push it threw there were your master go in,roll the 3 rollers in front so that the paper go forward so you can see the paper inside machine and pull the paper out to the inside of the machine. Put every thing back,turn off machine and while you hold the reset button in,turn machine on again. let me know if it worked.
Since tray 2 works, I'd guess that each drawer has a "paper sensor" that sees that paper is in the drawer. You might pull both drawers all the way out, with a flashlight, if needed, look at the area inside of each where paper is fed and you can compare #2 with #1, since you know 2 is good. You may find a sensor out of place. If it's not something simple like it popped out of place, then you may need to put in a new sensor. Good luck, please rate this if it helped.
After numerous attempts, the drawer finally slid in and worked --- until today.
New problem - drawer wouldn't come out and indicator showed the paper was out when machine had paper.
Removed screws from bottom of copier - couldn't completely remove the metal plate, but was able to pull it out enough to allow the paper drawer to be removed. Only thing that could be seen as potential problem was a spring hanging down the back that did not seem to be attached to anything. (heavy duty, about 7" long and 1/2 inch diament)
Removed screw, replaced screws in bottom plate - drawer slid in fine - turned on and ran copies just fine. Don't know what the spring was for - but copier is working for the moment.
