If the device has fallen into water then chances are that the camera is damaged, you could leave it to dry out, but this could be up to a week, don't try to dry it with heat as you could damage the camera further, if it still doesn't work then the LCD has been damaged beyond economical repair and is has to be taken into a repair shop
