The same thing happened to me, after I installed a new program that change my computer configuration. If you can re-boot and press F8, and you choose the safe mode, you may be able to correct the configuration (delete a program, fix a driver...). Or even choose the boot option : The last good configuration (something like that). In the worse case, you might have to reinstall Windows completely.
