For most Hotpoint (and other named) models 'F08' means 'heater relay (possibly) stuck'. 'Check power supply connections to the heater, wiring and module (i.e. PCB) connections' (apparently poor PCB connections are often the cause)
So- if you are not electrically confident and competent yourself, which you may be, you need to employ the skills of a partner, friend or service engineer ;-0)
Most Hotpoint, Ariston and Indesit (who make the other two) use similar fault codes. Although I cannot confirm it on your particular machine, f08 means there is a problem with the heater/its relay/its control. Often a cure is to re-seat the cables/wiring to and from these items. REMOVE POWER BEFORE ATTEMPTING ANYTHING OF COURSE.
To empty the washer, remove the drain hose from the outlet, and lay it down to floor level, this will let the water run out into a bucket or similar.
Code F08 is indicating means heater relay cann ot be activated.
Check all connectios to and from the pressure switch, the module, and the heater.
Hope this helps.
F08 Heater relay cannot be activated this can be repaired cheap its part of the main board If it works fine with the heater off then i would say that fault appears to be element..the readings you get seem okay, put you meter onto megs and check, with wires off if you get electrical leakage between live and earth...Body....of element, it could be element is heating with no water in machine causing it to burn out..this is a problem with this machine This will
help. Thanks please keep

The fault code F08 means that the heater relay cannot be activated. I would you check heater, and the thermostat for a fault. Replace them if required.
