Just Google through the internet with the words "rx3715 language upgrade rom" and you will find several references to it.
At the end, you will find a couple of places where they have the lniks to access directly the HP/Compaq fttp sites, and download the ROM upgrade files in different language versions.
Also, in the web you will find a couple of sites that have the specific instructions and procedures to do it.
On purpose I am not giving you such sites and links because I have to warn you: such files and procedures work in 90% of the times. The catch is that such procedures forces the PDA to accept the new language rom, but in 10% of the times, such process is aborted with no apparent reason, and the PDA is converted in an useless PDA, but it is converted in a good looking paper weight or dead brick.
Bottom line, it's possible to change the language ROM (I did it a lot of times before: English, Spanish, Chinese, Italian and French), but it's risky, and it will damage permanently your PDA (such as I did in two of them).

You're not alone! Virtually every ipaq rx3715 gets this problem at one time or another. Unfortunately, it is a massive memory issue. Be prepared to potentially lose all of your data, including programs. My suggestion would be to back up your ipaq before you do this. I do not know if the backup retains the memory error, but what I would do is back it up, perform the fix, and then restore the data back onto the ipaq. If your file store problem is fixed, there you go! If the problem comes back upon restoring the pocket pc, then unfortunately you will lose all data and programs in order to fix the memory, and that will be a personal choice. For most of us, the ipaq simply freezes up upon entry into the file store, so consider yourself lucky that they simply do not delete.
Here is the step-by-step process of how to fix your problem.
1. Download GER and ENG ROMs (latest) from HP's support site
2. Unpack both
3. Cancel the automatic flash procedure.
4. Locate the EnterBootLoader.exe file in the folder of the unpacked GER update
5. Copy it to PPC
6. Run it from the PPC
7. Run the ROMUpdateUtility.exe file from the desktop to start flash procedure.
Then you have a German-language PPC
8. Locate the EnterBootLoader.exe file in the folder of the unpacked ENG update
9. Repeat steps 5-7 for the English update
Remember, you're not alone! We all had the same problem.
The ipaq has no phone-capable speaker system. The speakers in a phone are designed to allow the user, but no others, to hear the conversation. ipaq speakers do not have this capability. Also, the speaker and microphone are on the same end of the system. If HP had intended the ipaq for phone use, they would be higher quality, and on opposite ends of the device.
If you have only flashed the English ROM, not any other language ROMs, read the following paragraphs. If you have flashed other language ROMs but not the German one try flashing the German one instead, there is something about it that clears the ppc out better. If you have flashed the German one, do not read on, as it will be an insult to your intelligence.
Most problems can be fixed with a ROM correction. Unfortunately, this is unachievable by simple re-flashing the English ROM. Certain other versions of the ROM (usually German is used) contain different enough sets of code (possibly different firmware?) to force the ppc to truly reset, unlike what happens when simply flashing the US ROM or changing to ROMS that use similar enough coding. Try flashing the German ROM and THEN reverting to the English. This tends to solve most any major iPaq issue.
Does anyone know anything at all about changing defaults (other than what the software provides for) in any programs on the iPAQ?
If somebody knows something about ini (or other) files that might let me change these defaults, that would be most helpful.
(1) LAST USED APPLICATION
Enable password protection. Start>Settings>Password
(2) SENSITIVITY / PRIVACY
Choosing "Private" prevents the appointment from appearing on your Today screen. I figured this out by creating two appointments for today and making one normal and one private. The private appointment is still viewable in the Calendar application, so if you want to prevent others from being able to access this, enable password protection.
(3) TODAY MENU
There is no way to do this using the software that came with the iPAQ. However, there may be third-party software that would accomplish it. I did a quick search that turned up nothing, but you might be able to find something. Try handango.com or pocketgear.com.
