This is a very difficult thing you ask, you'll need to basically fix it. To do this you'll need to take your cell phone to a certified nokia repairer. This would definitely involve some charges. If you have a couple of them scattered around your vicinity then you could check around to get the best deal.
There is nothing wrong with the hardware or software of your mobile! The main problem is the faulty / wrong Message center number. Correct it and you will be able to send the messages. It can be find in the messages -> settings. (Cann't remember exactly)
