You have to change the t con board of the tv. Even after replacing the t con (added image of the t con )board the problem exist the you have to change the lcd panel. What ever it is you have to change the t con board to confirm.

there can be two reasons for this type of symptom. the first one is t con board faulty and the second one is the lcd panel. in most of the tvs t con board is separate module in others its integrated to the lcd panel. if you you have to replace the panel too.

T'Con board {IC] is faulty. It should be replaced as card basis. There is no repair [practically]; to this board. If the T-CON is available for replacement, replace the T-CON. If the T-CON is not available, the LCD panel must be replaced since the T-CON circuit is part of the LCD panel assembly. In rare cases a loose or defective LVDS cable could also be the cause.
