I just got this stroller from a good friend and I am having a hard time converting it from a pram to an upright sitting position. I can sit the baby up but can not for the life of me figure out how to get the foot rest to an inclined position instead of just hanging straight down. Have tried to search the web with no luck :( any suggestions? also side note: there is a metal bar that I am not sure what it goes to but it is off of the stroller it is shaped like a long squared "u"

Sounds like the plastic liners that hold the wheel either on or together have worn out. They make hundreds of different style wheels. You can try going to any baby supply store that has replacement wheels that have the "same" mounting configuration and see if you can get new ones. You might need to replace all the wheels and they may look different but at least you'll almost have a new stroller that doesn't wobble.
Strollers with detachable infant car-seat carriers extremely practical. In the first couple of months, your baby can sit securely in the infant carrier while you go for a walk. As an added benefit, you can transfer your baby from the stroller to the car without having to disturb her, as you would with a pram. For older infants and even toddlers, you can use the stroller without the carrier. Most have seats where the back adjusts from nearly a full upright position to a full recline.
