I have a new laptop brand is acer programmed by Windows 8 I can not unlock the screen curser when trying to inser password but the curser also will not move to type the password and is frozen

Hi Charlotte, i hope i understood properly, but it appears that you have a possible issue with the keyboard & or the touchpad. As this is a new unit then the only advice to give is to contact Acer tech support (unit is under warranty) who should be able to guide you through the issue.

When laptop loads up to the log in screen, the mouse won't move and nothing will type on the keyboard either. It is like frozen. Please help me !! It's a HP Compaq CQ60

this "frozen" can be from the SO, please reinstal it, if the laptop behave the same and if you have warranty, please take him there, because you have a hardware problem. in terms of hardware, seems to be from the system cooling, or memory.

Curser frozen on the desktop after booting up the computer

check if it is working in the recovery manager or not. if not, then its a hardware fault. if yes then do a hard reset and check if it works, and also try to do a bios default.
