You have a big SHORT CIRCUIT inside from your machine.
1) Test the input voltage and see the c. breaker reset 2) Test the fuse inside with your DVOM. 3) See if some wires is loose and tight 4) See if there are some component burn 5) Test the input voltage motor, if there are the motor is faulty 6) Test the output voltage for input voltage motor is there are NOT the board is FAULTY.
Of course you must sHURE the outlet from wall is o.k test the ground wires,and see any loose wires, or touching between them. DO NOT USE ANY EXTENSION CORD for your treadmill.

The lower board has a serious short and what possible happen is that the treadmill breaker fried and open up will properly need replacing also.

the circuit breaker probably only covers the motor anyway, and if this is the case then the problem has been isolated already.
it sounds like the motor has burnt out, and there is a short in it somewhere. the best (and safest) thing to do is to remove the motor and either just replace it, or have it tested by an electrician.
most repair shops will happily test a motor for free if you take it to them. it should only take a few minutes.
take the circuit breaker to them as well, as it is possible to have a faulty circuit breaker.
