Sounds like the install failed at some point, and it keeps trying to configure.
Do you have any other Symantec products installed?
Like Ghost, or PCA, or anything else?
If not, I would go to add/remove programs and uninstall N360. Reboot the computer.
Next, run the NRT tool.

Try to install N360 again.
If you cant get the main ui to launch after doing those steps, then I would suggest using the Symantec Support.
