There are lots of different universal battery chargers for camera's. Just google for a universal battery charger for camera and then the brand an model.

The inov8 charger for panasonic battery should be similar to use. You have to align the pins of the battery with the charger terminals and connect the mains plug. If you have the 12v travel kit then connect to the car lighter socket.
You can charge the battery with the charger that came with the camera. Or you can charge the battery with the camera dock. For that to work, you should switch off the camera. While the charging is stopped as soon as you switch on the camera. If you don't have a dock nor a charger, you could buy a new universal battery charger. Several brands do have universal camera battery chargers. Those new chargers sense what voltage your battery needs and will give no more.
You can try to buy an original, from the brand of your camera, but there are lots of univeral chargers, that moostely costing less and you can use them to charge batteries from other brand too. I bought a GP Digital Camera / Camcorder Universal Li-ion Charger. On this you still have to put the connection point in the correct position by hand, but there are universal chargers you just put in any battery and it will be charged. Just google for universal Camera charger, or visit your local camera store.
It is important for you to know that the specified charger that it is supposed to work with has a special method of charging it as the battery is a very delicate one. That is why it is specified that you have to use a compatible charger. When you use a universal charger, it does not charge the battery as the battery is supposed to be charged. This inflicts some minor damage on the battery and makes it impossible for the battery to work. The compatible charger has a unique spontaneous way of emitting charges into the battery and the universal charger lacks this. So when the universal charger is used, it does not emit the right amount of charge into the battery. The only way around this is if you can modify the charger or the battery in such a way that it might work. But then, you maybe damaging your camera. Instead, buy a specified charger. Look for a ,,Universal Battery Charger" like those ,,made in China" remove your battery pack from camcorder, and insert them in the charger. The charger is inexpensive and very useful, having two adjustable flexible contacts that fits to every possible battery used in cellphones, cameras and camcorders.In my country Romania, this universal charger cost about 5 dollars or 4 Euros.
There could be a couple reasons for this:
1. When you have the battery in the charger, does it indicate that the battery is dead or fully charged. I would suggest placing the battery in a universal charger to check to see what the rating is on the battery, a universal charger will indicate the true power left. If the universal charger shows the battery is drained but your charger says it's full, you have a bad charger. If they both indicate full but camera says dead, you have either a power supply issue in the camera or the main board cannot read how much life is actually left in the battery. If your charger says full and the universal says empty, your battery is malfunctioning.
2. Does the camera turn off when it says battery depleted or does it simply keep telling that it's depleted. If the unit doesn't shut off, you have a firmware issue that needs technical repair on. That specific model does not allow you to download updates via USB from your computer, you need to send it to Pentax for repair.
