When the power went out it may have set the machine to its default setting, "answer function off". Press the "On/Off" button to check for sure. A battery really wouldn't help in this matter because it's only there for backup; when the power goes out the batter will save your settings, outgoing and incoming messages. Perhaps when the power went out you lost your outgoing message, and now, when people call, they don't realize that that they are supposed to leave a message. One more thing you can check is the switch on the side of the phone which tells the machine to answer after 2 or 4 rings.

We don't know how to retrieve out messages from outside the house.

To play back messages remotely, first you'll need to have set up your two-digit security code (PIN). You can download a copy of the manual here which gives all the details. Once you've done that, here's how to use the system:

1) Call your telephone number and wait for the system to answer. If the answering system is off, it will answer after about 10 rings and sounds a series of beeps.
2) During the greeting message (or a series of beeps when the answering system is off), press 0 and enter your PIN code within 2 seconds. The answering system announces the current time and the number of messages stored in memory. You hear "To play incoming messages, press zero-two. For help, press one-zero." You will hear a beep.
3) Enter a command within 15 seconds. Each command thereafter must be entered within 2 seconds. These are the available commands:
  • 0 then 1 Repeat a Message*
  • 0 then 2 Playing incoming Messages
  • 0 then 3 Skipping a Message
  • 0 then 4 Deleting a Message
  • 0 then 5 Stop Operation
  • 0 then 6 Answering System On
  • 0 then 7 Memo Record/Stop**
  • 0 then 8 Greeting Message Record/Stop**
  • 0 then 9 Answer System Off
  • 1 then 0 Help
* For the Repeat a Message function, press 0 then 1 within about four seconds to repeat the previous message, or press 0 then 1 after about four seconds to repeat the current message.

**For the Memo Record and Greeting Message Record function, the first time you enter the corresponding command, it starts the Recording function. If you want to stop the recording, press 0 then 7, 8 or 5.

4) After the command has finished, you hear intermittent beeps indicating that the system is in the command waiting mode. You may enter another command at this time from the chart above.
5) Hang up when you're done.

How do you change the number of rings before machine turns on?

When the AT&T 1717 digital answering machine is powered off it will answer an incoming call after 10 rings, it will announce "machine is off" then beep twice, dial 0 to turn it on. The machine is now ready to answer calls. This 10 ring setting is factory set and cannot be modified. To set the number of rings to answer for normal operation press <SET UP> button and hold for 2 seconds, machine will announce current ring setting. Press and release <ANNC/SKIP> or <MEMO/REPEAT> until you hear the number of rings you want. Press and release <PLAY/STOP> to exit. The ring settings available are 2, 4, and toll saver. When set to toll saver machine will answer after 4 rings when there are no new messages and after two rings when is anew message. Answer light flashes, answering machine doesn't answer. have no manual.

Possible solution.

I have the same problem -- I returned the phone and got a new one. 3 weeks later, the power went out -- same thing. Light flashes but phone won't work.

I called Panasonic and they advised me to remove all the batteries from the handsets, and unplug all the bases for 'a few minutes'. This did nothing...when I plugged everything in, answering machine still would not work.

I spoke to my brother who is an electrician, and he said the base has a 'capacitor' in it, and will not drain down (so phone can be reset) unless it's unplugged for at LEAST a few hours. He suggested I unplug everything and remove the batteries and leave it all overnight. Will attempt this and let you know if this is a resolution.
