It is asking for Power On Password. Have you added any password on bios and enabled the Power On Password service ?
If yes then you have to remember the password.

If this is a power-on password you need to get around, try the following:
1. Power down your system. 2. Power on the system. 3. Tap F8 as the system powers on. 4. Choose "Start Windows in Safe Mode with Networking" (or any "Start Windows in safe-mode" option. Networking just gives you internet support). 5. When the windows login screen appears, you may have another account available called Administrator. 6. Click on the Administrator account. 7. When the desktop comes up, go to START > Control panel > Users and Accounts 8. You should be able to find your normal account you login into. 9. Depending on the settings, you may be able to view information within the Users and Accounts control panel. I believe there is a way to view passwords, or remove passwords from accounts from within the Administrator level Users and Accounts control panel. 10. Locate your account and view the settings. You should be able to remove or view your password. (Circumstance varies in this regard, as the results depend on whether the administrator level of the control panel has been restricted or the options modified in any way previously). 11. When you are finished, power down the system normally.
If there is no Administrator account when the windows login screen appears after starting in safe mode, this feature is disabled and you can not access the administrator account from a safe-mode start-up.
It seems you entered a Power ON password, If you remember please enter it or if not then you need to visit nearest Service Provider.
You can try Enter when it ask for the password. Or if possible Go to BIOS and disable the Power On password.
The Power on Password is set from the BIOS configuration. Ask that person who borrowed your Compaq for the password. Once you have this password, you can enter the BIOS configuration and remove/disable this password.
Depending how old you Compaq is, removing the BIOS battery and main battery for 15+ mins may remove this password and restore the BIOS to the factory default (insert both batteries again) and configure the BIOS Date and Time etc.
BUT if the the password is stored on an EEPROM chip then removing will not fix this problem. There are no backdoor passwords available.
Sounds to me as if there is a power on password set, can you get into the bios? try pressing <delete> or F2, if it asks for a password then you will need one to access the CMOS, within the CMOS is an Administrator password as well as a power on or user password, those have to be cleared in order to boot or the proper password entered at start up in order to continue the boot process
