It is aprox year model 1995-1999, it has a 20 HP Kohler V-Twin Engine. It runs pretty good at high speed/full throttle when deck is engaged and cutting but, when it is idling its like someone is moving the throttle from slow to fast, slow to fast constantly. My brother bought this mower new and has never had any major mechanical issues. it has been kept serviced but, it has been doing this for a couple years, I am thinking that maybe the carburetor might be in need of adjustment, Can You Help?
The problem is more likely that the gas has varnished inside the carb. Mine did the same thing and I cleaned the carb and it ran great afterwards.
Now I have the carb off again because someone dumped a bag of sugar into my gas tank and it got sugar all through the system and into the carb and engine. I couldn't believe how much sugar is in there. Now I'm trying to find a diagram or schematic to show the exact set up for reinstalling the choke and throttle linkage and the spring with the throttle.

Sure sounds like an elusive safety switch to me. There's usually one on the seat, the blade control, and the brake.

it sounds like the needle screw could be bent at the tip if not try turning the screw all the way in & out 1-1/2 turns & try that if i can help further let me know thanks wade

When u adj a kohler carb you adj fuel not air. Always adj the high speed then low speed. Then adj the curb idle. 1.5 turns out is a good starting point. Then tweak it after its warmed up. Hope this helps
