For a computer to connect to router there is no need for internet.
If your router is active and functional any computer in its range can be connected with wires by ethernet port or wirelessly with wireless card.
If your computer has wireless card it will recognize the Linksys router and you can connect automatically unless you have a password set for wireless security.
If you need to log on to the router and change settings first step is connect your computer to router wireless or wired then open web browser like Internet explorer or firefox. type 192.168.1.1 this will open a dialogue box for user id and password leave user id blank and type admin in password line.
once you are router page you can configure settings on router.

You need to log on to Linksys router to find the password or you can use with no password by resetting the router.
To get on to Linksys router connect the router to your computer with ethernet cable using one of the LAN ports on the router. Open a web browser on your computer and type 192.168.1.1. That will ask you a user ID and password. Leave the user id blank and type admin in password section. Once you are on router open page click on wireless and then security which will take you to router wireless password. Type that password on your smartphone to get internet access on smart phone! Connect your router to any of your laptop/desktop through LAN cable and launch internet explorer. Type the IP address 192.168.2.1 in Address space and press enter. You will be asked to enter user id and password. Generally, user is admin and password may be admin or password. Once you log in, just search for the mac filter option and disable it. You are done now.

Is there any computer connected to the router? If not then you will need to connect the computer to the router and the access the router setup and you will find the password there if you don't know the password to access the router then you will need to reset the router and reconfigure the router. It cannot be longer than 64 bytes. 4 Re-enter your Password. 5 Click Apply. 6 Once the settings have been accepted, click Restart and log back into the Configuration Utility using your new User ID and Password. 7 Select Wireless > Basic. 8 Change the SSID to a user-friendly name and click Apply. 9 Navigate to Wireless > Security. 10 Select WPA-PSK from the ESS Authentication options. 11 Select TKIP from Encryption Status options. 12 Click Apply and then click Restart. Your wireless security configuration is now complete.
