I recently bought a scooter which has been stationary for 6 months (1 month the tank was not drained), the problem is that the foot starter/kicker is glazed so the pedal doesn't catch on (waiting for a new one). All scooter parts are original so no tuning was done on it. The scooter dind't want to start at all, so I did the following: 1) Drained tank 2) Cleaned carb (cleaned all passages+soaked in motul carb cleaner+main jet (was gummed, now can be seen through, screwed almost tight back) and pilot jet (was gummed up, now can be seen through, screwed almost tight) 3) Checked the hoses from fuel vacuum pump+check pump (seems that when I take fuel hose off it still drips although vacuum is not created - air filter off) 4) Cleaned the air filter and oiled it+WD40 (not dripping) 5) Changed the spark plug (from Denso upgraded to NGK BR10EG) 6) Checked compression - strong 7) Checked for engine leaks (all clear and no moisture) 8) Checked e-choke, works, it extends - bike almost works on choke 9) Put it all back together + fresh fuel to tank added 10) Added 2T oil to oil mixer compartment Now the scooter starts on choke, but only if the air intake is covered and soon after it starts I must manually cover/uncover the intake for it to keep working. Currently I am waiting for: 1) New fuel vacuum pump 2) New air filter ("mushroom" I cannot get it to idle with air filter on, additionally I tried setting on carb (screwed 1,5-2 turns from totally unscrewed): 1) Setting from lean/rich 2) Setting lower/higher idle The scooter only works if I manually cover the air intake, I cannot get it to work to go of choke to try tuning the carb - If it starts stalling and goes dieing I add throttle and uncover the intake and it recovers if not dies. I cannot get it to any service for checkup cause the transport is costier than the service time cost itself. Please help!!!
SOURCE: Air box and crank case fuel flooding problem
Well there only one way the fuel can get into the crankcase and that's from the fuel tank. The petcock must be draining and the float needles are not stopping the fuel flow. Do you have a prime position on the petcock? If so do not run the bike in the position. Try topping the tank off with gas and letting it sit for a while and see is the gas has gone down and then check the crankcase and see if there's fuel in it again. i still say its got to be your petcock.

No, nothing else to check. You need to completely disassemble the carb and clean it out. When gasoline left in the float bowl evaporated, it left behind the gummy additives that the refinery puts in the gasoline. This mess has clogged the jets and small passageways in the carb. The reason it runs with the "choke" out is that it is not a real "choke" but rather an "enricher circuit". It has it's own air passageway and fuel metering "jet" in the float bowl.
Good Luck
