The computer will not power up. Pushing the power button does nothing. I replaced the power supply, motherboard and processor to no avail.
According to the information you gave it seems it can still be the RAM. I've had a few PC's unable to startup due to bad memory.
Either that or the the front panel conectors are wrongly connected. Sometimes they do have a color code, but it's best to reference the manual. Can be the button . . .
If this is no help, I'd like to know more.

Hi
Power up the Optiplex GX260 and check the QUAD Pack Diagnostics LEDs (located at the back). Compare the LED pattern to http://support.dell.com/support/edocs/systems/opgx260/en/ug/solvprob.htm#1167139 for more info.
Ideally, to troubleshoot and resolve the issues, try removing all PCI devices, disconnect all external devices/peripherals including keyboard and mouse. You may leave the Monitor connected. Power up the PC and check for successful Power On Self Test (POST). If POST completes (generally fails on "Keyboard not present"), shutdown, connect keyboard and try POST again.
If all goes well, install PCI devices one at a time and test successful POST. This will help identity a failing device.
If issue persists, after removing all devices, remove the CMOS battery for about 90 seconds and try POST again. If same, remove all DIMMs (Memory) and check for beep codes. Compare beep pattern to http://support.dell.com/support/edocs/systems/opgx260/en/ug/solvprob.htm#1176760.
NB: Ensure to remove power lead and press power button briefly to use up flea power before working in the system.
If the system beeps, it suggests that the CPU and systemboard are "likely" fine. Install one DIMM at a time and test successful POST. If there no beeps then the systemboard and/or CU is/are at fault.
Regards
Mike

Hello everyone, check your cpu - I've just had one of these in for repair and the cpu was faulty - removing the ATX 4way 12v lead let the pc start rather then detecting a short and shutting the psu down. Changing the cpu cured the fault.
Thanks
FIRST IF YOU REPLACED THE POWER SUPPLY OF YOUR DELL PC,
MAKE SURE IS A RECOMMEND POWER SUPPLY FOR DELL COMPUTERS ONLY
BECAUSE DELL USE A DIFFERENT (NONSTARD) PS
AN PLEASE DON'T TURN YOUR PC ON, TILE YOU ARE SURE I'TS A DELL COMPATIBLE POWER SUPPLY
YOU CAN FRY YOUR COMPUTER
ON THE MOTHERBOARD I'T MAY BE THE BIOS (BIOS STANDS FOR INPUT /OUTPUT SYSTEM) I'T A CHIP ON YOUR MOTHERBOARD THAT CONTROLS THE SYSTEM HARDWARE AND ACTS AS AN INTERFACE BETWEEN THE OPERATING SYSTEM AND THE HARDWARE
I'T MAY BE FLASH
IF IS FLASH ,
YOU PROBABLY NEED TO REPLACE THE MOTHERBOARD
OR CALL DELL TO SEE IF THEY CAN FIX IT

I have removed the pci cards and memory and peripherals 1 by 1 and it still will not pPOST.
I have also removed DIMMs 1 by 1 also.
This is an optiplex 520 desktop machine, small form factor. The power button mother board connector is a propriatary and only plugs in 1 way. The ram works fine in another system. I thought it might even be the cmos battery and replaced that with no improvement. Pushing the power button does nothing, unless that light inside on the motherboard is a solid amber light.
