If it is new and has not worked at all, you should try using it on another computer that, if possible, has a different operating system. My first option would be to create a partition using a 3rd party partition creator.

The HDD is damaged due to bad sector. It has to be replaced, even in service center they will not service the HDD. They will send for replacement to head office. Every HDD comes with a minimum of 2,3 or 5 Years warranty, you can get it replaced. But you cannot recover data from it.. If you try to recover data by giving to any local service center it will void your warranty.

Dose it show up as drive letter E:/ under device manager in disk drives?(Check out:right clicking my computer icon on your desktop,select disk manager)
